Ink Passport: Digital Ink Records for EU REACH Compliance

Since January 2022, EU regulation REACH (2020/2081) restricts over 4,000 chemicals in tattoo inks. Studios are required to document every ink used per session — brand, batch number, expiration date — under standard EN 17169:2020. What the EU Regulation Actually Requires

Two frameworks, one goal: safer tattooing through full ink traceability.

REACH Regulation (EU) 2020/2081

Amends Annex XVII of EU REACH to ban or restrict over 4,000 chemicals previously used in tattoo and permanent makeup inks.

  • Effective: 4 January 2022 (main restrictions)
  • Final deadline: 4 January 2023 (Pigment Blue 15:3 & Green 7)
  • Banned: CMRs, skin sensitisers, heavy metals (lead, cadmium, chromium VI, mercury, arsenic)
  • 19 colorants already prohibited in hair dyes now also banned in tattoo inks

EN 17169:2020 — Safe Tattooing Practice

The CEN European standard for safe and hygienic tattooing practice — the legal foundation for the Ink Passport.

  • Adopted as binding law by several EU member states

Sweden reported multiple tattoo inks through the EU's rapid alert system that contained lead levels 30,000× the legal limit. Some of these were still in use at EU studios. Without documented batch numbers, you cannot know if your stock is affected.

Netherlands: GGD conducts active inspections

The Dutch public health service (GGD) regularly inspects tattoo studios for compliance. They check whether every session has a completed ink passport. Fines are issued for non-compliance. Some platforms (like Tattoogenda) now block payment processing unless an ink passport is completed, precisely because of GGD enforcement pressure.

Liability risk: the client has a reaction — can you prove what ink you used?

A client develops an allergic reaction or infection. Without a documented ink passport, you have no way to prove which brand, batch, or expiration date the ink had. In a lawsuit, that absence of documentation shifts liability to you. Digital ink passports are your legal proof of due diligence.

What an Ink Passport Records

Every field required by EN 17169:2020, plus additional fields for full traceability.

Field Why It Matters
Ink Brand Identifies the manufacturer — essential for recall tracking. Intenze, Eternal, Kuro Sumi, World Famous, Panthera, and others are REACH-compliant.
Ink Name & Color Specific product name and colour identifier (e.g., "Zuper Black", "Alchemy Orange"). Links the record to a specific product SKU.
Batch / Lot Number The single most important field. If a batch is recalled, the lot number is how you check whether your client was exposed. Without it, you cannot participate in recall verification.
Expiration Date Expired inks can harbour bacteria or degrade into harmful compounds. REACH requires that inks in use are within their shelf life.
Supplier Links the ink to the distributor. If an issue is found, the full supply chain can be traced back to the source.
Artist Name Which artist performed the session and used the ink. For multi-artist studios, this attribution is critical.
Session Date When the ink was used. Links to the appointment record, consent form, and aftercare timeline.
Studio Location Which studio location performed the session (for multi-location studios and mobile artists).
